A magnanimous gift from Haifa native son Sammy Ofer has made progress possible on Rambam's plans for building a 3-level underground parking garage, an 8,000 sq m section of whose deepest level can be converted within a maximum of 72 hours into a 2000-bed emergency hospital fortified against missile, chemical and biological warfare. Because Rambam is built on a headland, our emergency hospital will be not only underground but also submarine, protected on three sides by the Mediterranean Sea and submerged well below sea level. Furthermore, like a submarine, the hospital is designed to be 100% sealed off and self-sufficient, able to generate its own power supply and to store enough breathing oxygen, drinking water, medical-gas supplies and the like for up to 72 hours before having to "resurface" for new provisions.
