Dr. Telman completed his medical studies at the Vinniza Medical Institute, Ukraine.
After immigrating to Israel in 1992, he completed his residency in neurology at the Meir Hospital in Kfar-Saba. He has been a Senior Neurologist in the Department of Neurology at Rambam since 1996.

The main interest of his clinical and research work is stroke, including problems of diagnosis, treatment and prophylaxis.
Dr Telman operates a laboratory for ultrasound investigations in patients with cerebrovascular disorders, studying the function and dysfunction of cervical and brain vessels.
