Dr. Tal-Or graduated from the Faculty of Medicine of the Technion-Israel Institute of Technology in 1989. He was certified as a specialist in Anaesthesiology in 1994, in Emergency Medicine in 2004, and received a Master's Degree in health management in 2005.

Dr Tal-Or currently serves as Director of the Surgical Emergency Room. He is also a member of the Israel Air Force Rescue Service, Chairman of the Disaster Committee of the ITACCS (International Trauma Care Society), and Director of the ICEP (International Command Emergency Physician) course. Dr. Tal-or is the Pre-Hospital adviser for the teaching center in Rambam Medical Center. He is a member of the National Mass Casualty Committee, and of the medical committee of MDA (Magen David Adom), the Israeli national EMS system. In addition, he was a member of the rescue forces to Turkey and Kenya.
