The ambitious master plan of Rambam, which will double the area of the campus to the largest in northern Israel, was okayed by the regional Planning and Construction Committee in Haifa. The full plan includes construction of a new, protected Emergency and Trauma Center, underground parking for 2,000 vehicles and the possibility to become an underground in-patient hospital during wartime, a new Children's Hospital, a multi-disciplinary tower for research and biotechnology, a building for cardiovascular activities, a new Out-Patient building doubling the size of the current one which will expand day surgery, a logistics center and an energy center that will work on natural gas in the future. The plan includes the three green areas for the public while perserving a number of historic buildings, two Carmelite monasteries from the 19th century, and the buidling planned by the architect, Erich Mendelsohn, in 1938.

The cost of the full plan is US$250,000,000, and construction time is estimated at 5 years. Prof. Rafael Beyar, Director of Rambam Health Care Campus, who presented the plan to the members of the Regional Committee, along with Dr. Esther Golan, Director of Global Resources at Rambam, who has been working on the plan for 8 years now, said that Rambam is seeking finances for what is now an urgent need: a protected Emergency and Trauma Center, a protected Intensive Care Unit, and an underground parking lot that can be used to hospitalize on an emergency basis 500 people during an attack on the home front. Mr. Ariye Berkoviz, Director of Consruction at Rambam, stressed that the plan was coordinated with relevant bodies, such as the Bat Galim Forum and people from Transportation and Environmental Health, to be sure that the quality of life of the area neighboring the hospital is not adversely affected. The new hospital will greatly improve the patient's welfare; some 80% of patients in the various wards will be in 2-bed rooms, and the rest will be private rooms, added Berkoviz.
